The goal of the fund is to seek a high level of current income that is exempt from federal income tax. The fund intends to achieve its goals by investing in a diversified portfolio of tax-exempt municipal securities, which Putnam Management believes does not pose excessive risk to income or principal. Up to 60% of the fund's assets may consist of high-yield tax-free municipal securities that are below investment grade and involve special risk considerations. The fund also uses leverage to enhance returns to common shareholders, primarily through the issuance of preferred stock.
