Federal Agricultural Mortgage Corporation is a shareholder-owned federal government-chartered company that combines private capital and public sponsorship to serve the public. Congress requires the Federal Agricultural Mortgage Corporation to make a variety of loans in the secondary market in rural America. The secondary market is an economic allocation in which owners of financial assets, such as loan issuers, may sell all or part of their assets or pay fees to offset all or part of their inherent risks. 
The Federal Agricultural Mortgage Corporation was established under a 1988 federal statute.
