Integrated circuits or microcircuits, microchips, chips in electronics are a way of miniaturizing circuits (mainly including semiconductor devices, but also passive components, etc.), and are usually manufactured on the surface of semiconductor wafers, which are represented by the letter "IC" in the circuit. Integrated circuit technology includes chip manufacturing technology and design technology, which is mainly reflected in the ability of processing equipment, processing technology, packaging and testing, mass production and design innovation. Most applications in the semiconductor industry today are silicon-based integrated circuits. There is huge room for substitution of integrated circuit imports over crude oil imports: integrated circuits are the core and foundation of modern information technology, vital to the national economy, national defense construction, people's lives and information security, and are the commanding heights of global technological competition. According to the calculation of the International Monetary Fund, the output value of 1 yuan of chips can drive the output value of related electronic information industry by 10 yuan and bring about 100 yuan of GDP, which is very profitable. Under the temptation of such a huge market scale, developed countries such as Europe and the United States have listed the chip industry as a national strategic industry. In contrast, my country's chip industry started late, its development has been constrained by others for a long time, and its products rely heavily on imports. At present, the annual output value of the global semiconductor industry is about 300 billion US dollars, and my country's integrated circuit import volume in 2012 was as high as 192 billion US dollars. In the past ten years, my country's integrated circuit import volume exceeded that of crude oil in eight years, making it my country's first bulk import commodity.
