Founded in 1930, Portland General Electric Company is a vertically integrated electric utility engaged in the generation, procurement, transmission, distribution and retail of electricity in Oregon. PGE is governed by the Oregon Public Utilities Commission (OPUC) with respect to retail prices, utility services, accounting policies and practices, issuance of securities, and certain other matters. The retail price is based on the cost of the company's service to the customer, which includes earning a reasonable rate of return as determined by the OPUC. The Company is also regulated by the Federal Energy Regulatory Commission (FERC) in relation to wholesale energy transactions, transmission services, reliability standards, licensing of natural gas pipelines, hydropower projects, accounting policies and practices, short-term bond issues and a number of other matters.
