The site will also be renatured and 25% converted into green spaces around the Cailly River. The sale is expected to be finalized in 2026.
Meudon, France, July 22, 2025 – Vallourec, a world leader in premium seamless tubular solutions, has signed an exclusive sale agreement with Vinci Immobilier for its Déville-lès-Rouen site. The agreement, signed on July 11, 2025, marks a significant milestone in Vallourec's decontamination and rehabilitation process, which began in 2023 [1].Vallourec Group launched a call for tenders in September 2024 to oversee the sale of the site. After a highly competitive application phase, Vallourec entered exclusive negotiations with Vinci Immobilier in March 2025. Vinci Immobilier's proposal aligned well with the Group's expectations and regional priorities expressed by local officials [1].
Vinci Immobilier's project aims to transform the Déville-lès-Rouen site into an attractive business hub, offering diverse employment opportunities and spaces suited to local businesses. The project includes providing turnkey buildings for local companies and industrial firms, ultimately creating 300 jobs. Additionally, Vinci Immobilier plans to rewild part of the site, with 25% of the area being developed into green spaces, particularly around the Cailly River. The disused railroad line will also be offered to the Métropole Rouen Normandie as part of the future Cailly urban walkway [1].
Following this agreement, Vallourec Group and Vinci Immobilier will continue the necessary regulatory steps for the final transfer of the site, expected in 2026. This sale is part of Vallourec's broader strategy to focus on its core competencies in premium seamless tubular solutions [1].
