Vietnam has officially launched NDAChain, a state-backed blockchain platform aimed at securing its digital infrastructure and advancing national digital transformation. Developed by the National Data Association (NDA) and operated by the Data Innovation and Exploitation Center under the Ministry of Public Security, NDAChain serves as a Layer 1 permissioned blockchain with 49 validator nodes managed by state agencies and private firms such as SunGroup, Zalo, and Masan. The hybrid architecture combines centralized control with decentralized processes, utilizing a Proof of Authority (PoA) consensus model to prioritize speed and security. The system also integrates zero-knowledge proof technology, enabling secure data verification without exposing sensitive information [1].
The platform’s primary functions include identity verification through NDA DID, which links to Vietnam’s national identity systems, and NDATrace, a product tracking tool using GS1-compliant identifiers. These tools aim to enhance trust, traceability, and compliance in cross-border trade while preventing counterfeiting. NDAChain aligns with global standards like W3C DID and supports 1,200 to 3,600 transactions per second, positioning it to handle high-volume operations in sectors such as healthcare, finance, and logistics [2].
Vietnam’s deployment timeline targets integration into the National Data Center by late 2025, with full provincial and institutional expansion by 2026. The platform’s design emphasizes interoperability with existing systems like VNeID, streamlining administrative processes through smart contracts and instant verification via the NDAKey mobile app. Authorities have also hinted at exploring digital asset and crypto trading platforms in future phases, signaling broader ambitions for blockchain adoption [3].
Analysts highlight NDAChain’s strategic balance between centralized oversight and decentralized innovation as a model for digital governance. By leveraging blockchain’s security and automation capabilities while maintaining regulatory control, Vietnam addresses scalability and public trust challenges in digital transformation. The platform’s integration with global compliance frameworks, such as GDPR and EBSI, further positions it as a bridge for international collaboration. However, long-term success will depend on adapting to evolving technological and regulatory demands [4].
