Vietnam has announced the launch of NDAChain, a state-backed blockchain platform designed to secure its national digital infrastructure. Developed by the National Data Association and overseen by the Ministry of Public Security, NDAChain aims to integrate fully by 2025 into the National Data Center, with plans for expansion to local governments and universities by 2026. The initiative reflects Vietnam’s strategic push to strengthen data security and streamline digital services across government and private sectors. The platform operates 49 validation nodes, managed jointly by state agencies and corporate partners including Zalo, Masan, and SunGroup, under a hybrid architecture combining centralized oversight with decentralized features [1].
The blockchain employs a Proof-of-Authority consensus mechanism, enhanced by zero-knowledge proof systems, to ensure data privacy and integrity. A notable feature is NDA DID, a digital identity verification tool that enables rapid identity checks and secure contract execution. This technology is expected to underpin transactions in public and private services, reducing fraud and improving efficiency. The government emphasizes NDAChain’s role as a foundational pillar for Vietnam’s digital economy, with applications spanning finance, logistics, public administration, and education. Unlike fully decentralized public blockchains, NDAChain prioritizes controlled access, aligning with Vietnam’s focus on maintaining governance while embracing technological innovation [2].
Analysts highlight that NDAChain’s approach mirrors state-run blockchain models, such as China’s Blockchain-based Service Network (BSN), which prioritize corporate and government use over public token ecosystems. Such initiatives typically have limited immediate impact on global crypto markets but may evolve to support future interoperability and decentralized finance (DeFi) applications. Nguyen Huy, head of technology at the National Data Association, described NDAChain as a hybrid solution bridging centralized and decentralized data systems, providing a “protective layer for the nation’s live data” critical to its digital economy [3].
The phased rollout underscores Vietnam’s emphasis on technological sovereignty and gradual adoption. Full integration by 2025 will enable the platform to support core government functions, while the 2026 timeline for provincial and academic adoption ensures technical stability and stakeholder readiness. By securing digital infrastructure, Vietnam aims to enhance trust in its digital systems and position itself competitively in a globalizing tech landscape. The absence of public tokens at this stage suggests the government’s cautious approach to balancing innovation with regulatory control, avoiding potential market volatility [4].
