Vietnam has launched NDAChain, a state-operated blockchain network designed to digitize identity verification and public records across multiple sectors. Announced on July 25, 2025, the initiative represents a strategic shift toward blockchain-driven governance and digital infrastructure. Developed by the National Data Association (NDA) and operated by the Ministry of Public Security’s Data Innovation and Exploitation Center, NDAChain will serve as a secure, transparent platform for validating transactions, legal documents, and identity data. The platform aims to streamline administrative processes, reduce fraud, and address challenges associated with centralized data models, including cyberattack vulnerabilities, scalability issues, and limited global integration [1].
The hybrid architecture of NDAChain blends centralized and decentralized components, featuring 49 public-private validator nodes operated by state agencies and private entities such as SunGroup, Zalo, and Sovico. The network employs a Proof-of-Authority (PoA) consensus protocol enhanced with zero-knowledge proofs for security, ensuring a “decentralized layer of trust” while maintaining state control over critical operations [2]. Nguyen Huy, the NDA’s head of technology, emphasized the blockchain’s role in bolstering Vietnam’s digital society and economy, noting its integration with e-government, finance, healthcare, logistics, and education systems. However, the network’s partial decentralization underscores the government’s prioritization of security and control over full decentralization [3].
Complementing NDAChain is the NDA DID decentralized identity solution, which enables rapid identity verification through the NDAKey application. The tool aims to prevent scams and digital identity theft by allowing users to authenticate identities in seconds and sign digital contracts. This initiative aligns with Vietnam’s broader digital transformation goals, including modernizing infrastructure and accelerating data infrastructure development by 2026 [4]. The platform’s focus on real-time document verification—such as land titles, business licenses, and academic credentials—seeks to eliminate reliance on paper-based systems and reduce bureaucratic inefficiencies [5].
Vietnam’s adoption of blockchain reflects its position as a regional leader in digital innovation. Over the past decade, the country has ranked among the top five globally in cryptocurrency adoption, driven by a tech-savvy population and expanding fintech ecosystems [6]. While prior regulatory caution limited blockchain’s formal recognition, NDAChain signals a shift toward institutional adoption. By leveraging blockchain to enhance trust in public services and private-sector transactions, the government aims to foster collaboration between state and private entities while clarifying regulatory frameworks [7].
Analysts suggest NDAChain could catalyze broader blockchain adoption in the private sector by promoting trust and interoperability. Businesses may adopt the platform for supply chain authentication, smart contracts, and cross-border transactions.
