Vietnam has launched NDAChain, a national permissioned blockchain platform designed to underpin its digital infrastructure. The system, developed by the National Data Association (NDA) and operated by the Data Innovation and Exploitation Center under the Ministry of Public Security, supports 3,600 transactions per second (TPS) using a hybrid architecture combining Proof-of-Authority (PoA) consensus with Zero-Knowledge Proofs (ZKP) for security and privacy [1]. This marks a strategic step in Vietnam’s push for Web3 adoption and data sovereignty.
NDAChain integrates with Vietnam’s national digital ID system (VNeID) and enables decentralized identity verification through NDA DID, a solution designed to combat fraud and impersonation in digital transactions. The platform also supports product traceability via NDATrace, which assigns GS1/EBSI-compliant digital passports to goods, enhancing transparency in supply chains and export markets. Validator nodes, including government agencies and private firms like Zalo, SunGroup, and Sovico, operate a consortium of 49 institutions to maintain the blockchain’s infrastructure [1].
The launch aligns with Vietnam’s National Blockchain Strategy (Decision No. 1236/QĐ-TTg, 2024), which aims to establish 20 major blockchain platforms, three testing labs, and a top-10 Asia research hub by 2026. Vietnam’s hybrid model—a balance of control and scalability—differs from centralized approaches like China’s BSN or the EU’s EBSI, while avoiding the fully decentralized frameworks of South Korea’s Klaytn. This model supports Layer 2 applications and private-sector innovation while ensuring compliance with international standards such as W3C DID, GDPR, and GS1 [1].
Vietnam’s crypto adoption rate, already among the world’s top five with 20 million users (nearly 20% of its population), positions NDAChain as a critical infrastructure project for securing digital transactions and public services [1]. The platform’s performance metrics—0.5-second latency and distributed ledger design—address scalability and security challenges in centralized systems. Future applications, including blockchain-based e-notarization, healthcare records, and logistics tracking, will expand its role in Vietnam’s economy by 2026 [1].
The platform’s integration with global supply chain standards like GS1 and EBSI underscores Vietnam’s ambition to compete in international markets. By embedding product traceability as QR codes or RFID chips, manufacturers can register tamper-proof records on NDAChain, enhancing trust in exports. Meanwhile, NDAKey’s real-time identity verification tools align with Vietnam’s broader anti-fraud initiatives as digitalization accelerates [1].
Vietnam’s approach to blockchain governance reflects a pragmatic balance between regulatory oversight and technological innovation. Unlike fully centralized models, NDAChain’s public-private validator consortium allows for decentralized collaboration while maintaining control over critical infrastructure. This aligns with the government’s broader strategy to foster “Make in Vietnam” tech solutions, incentivizing startups and developers to build on its blockchain infrastructure [1].
The phased rollout includes full integration with the National Data Center in 2025, followed by expansion to local governments and enterprises in 2026. By prioritizing cross-sector applications—e-government, education, healthcare, and logistics—Vietnam aims to solidify NDAChain as a foundational layer for its digital transformation.
