Valero Energy expects to lay off 237 out of 348 employees at its Benicia refinery by July 1 due to its permanent closure. The company notified the state's employment regulator and local officials of the layoffs in a letter. Valero cited a decline in demand for refined products as the reason for the closure. The refinery is expected to cease operations by July 1.
