US-UK Stablecoin Push Could Unlock $10.8T of Flow-If the Rulebook Clears the Liquidity Bottleneck


Stablecoin scale is already broad enough to matter to payments
Stablecoins settled more than $10.8T of transactions in 2023. On an adjusted basis that excludes inorganic activity, volumes grew 17% year over year. That makes this look less like a niche crypto metric and more like a payments-flow metric.
The policy catalyst is the real near-term variable. On July 14, the US Treasury and HM Treasury published recommendations from the Transatlantic Taskforce, which was created in September 2025 to deepen cooperation on digital assets and capital markets. One of its first outputs was a joint statement on stablecoins, in which both sides highlighted cross-border payments and transactions. For banks and payment firms, that matters because regulation decides who can operate, how reserves are held, and how risk is contained.
The key question is whether this becomes a real access pathway or stays rhetorical. The missing piece has long been the payment leg. A planned network from JPMorgan, Citi, Bank of America, and Wells Fargo could be live by mid-2027. If that happens, the market would have a regulated, programmable settlement asset alongside tokenized assets. That does not automatically favor one model over another, but it does suggest the cheapest flows may move through a hybrid lane where stablecoins and tokenized deposits coexist.
Value capture depends on controlling the cash bridge
This is also why stablecoin economics deserve a sober read. $701 million in total revenue and reserve income in Circle's latest quarter shows demand for the flow, but it also shows how much the model can still depend on interest income and reserve assets.
The same standard applies to tokenized deposits. If major banks bring that network into production, institutions get the regulated cash instrument many have been waiting for. That would likely raise the bar for stablecoins as well: the most trusted instruments would be the ones that can demonstrate compliance, reserve quality, and clear permitted use. The UK framework already points in that direction, with the FCA set to regulate qualifying stablecoins and systemic issuers subject to joint regulation by the Bank of England and the FCA.
What would confirm the thesis
The main signals to watch are: - concrete supervisory detail, not just joint statements - evidence that reserve and custody standards are becoming operationally meaningful - signs that bank-led tokenized deposits and stablecoins can interoperate rather than simply compete
If those pieces land, lower friction should improve throughput and expand monetization. If they do not, stablecoins may keep the scale story but miss the highest-value institutional traffic.
A cleaner way to position before the rulebook is finished
Rather than treating this as a broad blockchain theme, the more disciplined approach is to focus on the regulated cash layer.
