Trump trade counselor Peter Navarro recently appeared on CNBC to discuss the looming July 9 deadline for trade deals and the administration's efforts to renegotiate trade agreements with various countries. Navarro, who serves as the senior counselor for trade and manufacturing, emphasized the importance of securing these deals to protect American interests and maintain the country's economic competitiveness.Navarro highlighted the administration's ambitious goal of reaching 90 deals in 90 days, a prediction he made earlier this year. However, as the deadline approaches, only three deals have been secured: two minimalist trade pacts with Britain and Vietnam, and a partial, temporary tariff truce with China. This has raised concerns about the administration's ability to achieve its protectionist vision.
The counselor acknowledged that the situation is "combustible" and that if the U.S. proceeds with unilateral tariffs, it could lead to retaliation from major trading partners. This could disrupt global supply chains and potentially cause market volatility. Navarro also noted that the Trump administration has threatened to send tariff letters to countries that have failed to reach an agreement, with tariffs as high as 70 percent set to take effect in August.
Navarro underscored the challenges in negotiating with countries that have diverse interests and complex domestic politics. He pointed out that while the U.S. has significant leverage as the world's largest consumer market, other countries are less willing to make large trade concessions due to factors such as pride and sovereignty.
The counselor also addressed the legal challenges facing the administration's tariff policies. In May, a U.S. Court of International Trade ruled that Trump's use of the International Emergency Economic Powers Act (IEEPA) to impose tariffs was illegal, casting doubt on the basis of the "reciprocal" tariff plan. However, the ruling has been stayed pending an appeal.
Navarro concluded by emphasizing the importance of maintaining trade détente with China and other major economies. He suggested that markets are currently responding positively to the trade détente and better-than-expected economic data. However, he warned that any further erratic flip-flops from the administration could cause market turmoil.
