The U.S. Securities and Exchange Commission (SEC) has proposed a series of regulatory changes aimed at streamlining the approval process for crypto exchange-traded products (ETPs), potentially enabling the launch of a Solana (SOL)-based ETP by the end of Q4 2025 [3]. These new rules introduce generic listing standards that reduce the need for individualized regulatory reviews, thereby accelerating the time to market for crypto-related investment vehicles. The reforms are expected to facilitate the introduction of multiple ETPs simultaneously if they meet the outlined criteria [2].
A key requirement under the new framework is that ETPs must be based on underlying futures contracts that have traded for at least six months on designated platforms, such as Coinbase Derivatives. Solana and XRP are both expected to meet these criteria by October 2025, supported by filings from major exchanges including Cboe, NYSE Arca, and Nasdaq [1].
On July 30, the SEC further advanced the regulatory landscape by approving in-kind redemptions for crypto ETPs, a move that allows authorized participants to exchange physical crypto assets for ETP shares. This mechanism enhances liquidity and reduces operational complexities, potentially encouraging broader adoption of crypto ETPs [4]. Cboe and NYSE Arca have also proposed eliminating the need for individual SEC approvals under Rule 19b-4, further streamlining the process for new crypto investment products [6].
Analysts forecast that the new rules could pave the way for a dozen major crypto tokens to be included in ETPs by late 2025, signaling growing institutional acceptance of digital assets [7]. Meanwhile, the broader crypto ETP market has continued to expand, with global crypto ETP value reaching €120 billion in Q2 2025 [8]. These developments highlight a maturing market structure where regulatory clarity is fostering greater investor access and confidence.
