Russia and Ukraine initiated their second round of direct peace talks in Istanbul on Monday, following a day of intense aerial exchanges. The negotiations were held at the Ciragan Palace, with senior Turkish officials present to facilitate the discussions. The Ukrainian delegation, led by Defense Minister Rustem Umerov, and the Russian delegation, headed by Vladimir Medinsky, an aide to Russian leader Vladimir Putin, arrived in Istanbul to engage in dialogue aimed at de-escalating the conflict.
The talks come at a critical juncture, as both nations have recently engaged in significant military operations. Ukraine claimed to have launched a surprise drone attack on five Russian airbases, stretching from locations near Moscow to targets in Russia’s Arctic, Siberia, and Far East. This operation, described by Ukrainian President Volodymyr Zelenskyy as a "brilliant operation," involved over a year of planning and reportedly resulted in the destruction of more than 40 Russian warplanes. In response, Russia launched a record number of drones on Ukraine, with 472 drones deployed in an apparent effort to overwhelm Ukrainian air defenses.
Despite these escalations, both sides have expressed a willingness to engage in dialogue. The first round of talks, held on May 17 in Istanbul, resulted in an agreement on a large prisoner swap but did not yield a significant breakthrough in ending the conflict. The current round of negotiations is seen as an opportunity to build on the previous discussions and potentially make progress towards a ceasefire.
However, the prospects for a swift resolution remain uncertain. Recent comments from senior officials in both countries indicate that they are far apart on key conditions for stopping the war. The Institute for the Study of War assessed that Russia is attempting to delay negotiations and prolong the war to make additional battlefield gains. This assessment underscores the challenges ahead as both sides seek to find common ground.
The talks are being facilitated by Turkish officials, with Turkish Foreign Minister Hakan Fidan presiding over the discussions. The presence of Turkish intelligence officials further highlights the importance of these negotiations in the broader regional context. The meeting was scheduled to start at 1 p.m. local time, although there was some discrepancy regarding the exact start time, with Ukrainian spokesperson Heorhii Tykhyi stating that the talks would begin at midday.
Fierce fighting has continued along the roughly 1,000-kilometer front line, with both sides engaging in deep strikes against each other’s territory. Russian air defenses reported downing 162 Ukrainian drones over eight Russian regions and the annexed Ukrainian peninsula of Crimea. Meanwhile, Ukrainian air defenses claimed to have damaged 52 out of 80 drones launched by Russia overnight.
The humanitarian impact of the conflict is also a pressing concern. Two ballistic missiles struck a residential neighborhood in the northeastern Ukrainian city of Kharkiv on Monday morning, with one missile hitting near a school. Fortunately, no casualties were reported, but the incident underscores the ongoing threat to civilian populations.
As the negotiations continue, the international community remains hopeful that progress can be made towards a lasting peace. The outcome of these talks will be closely watched, as they represent a crucial step in the ongoing efforts to resolve the conflict and bring an end to the suffering of the people affected by the war.
