Russell Investments US Small Cap Equity Active ETF (RUSC) Could Reach $36, According to Analysts

The Russell Investments - US Small Cap Equity Active ETF (RUSC) has an implied analyst target price of $35.66 per unit, representing an 18.96% upside from its current trading price of $29.98. Three underlying holdings with notable upside to their analyst target prices are Ferroglobe PLC (GSM), Huntsman Corp (HUN), and Travere Therapeutics Inc (TVTX). Analysts see potential for 53.26%, 33.24%, and 30.60% upside for GSM, HUN, and TVTX, respectively.

Texas-based Optas Capital has sold 31,614 shares of the Vanguard Russell 1000 Value ETF (VONV) for an estimated $2.8 million in the third quarter, according to a recent SEC filing. This transaction represents a 0.5% reduction in Optas' reportable U.S. equity assets under management (AUM) at the end of the quarter.

Post-trade, the fund held 78,505 shares of VONV valued at about $7 million, representing 1.2% of the fund's assets. The sale of VONV shares brought the fund's stake down to 1.2% of Optas' $589.2 million in reportable U.S. equity assets as of September 30.

The Vanguard Russell 1000 Value ETF (VONV) tracks the performance of the Russell 1000 Value Index, which focuses on large-cap U.S. value stocks. The fund employs a passive investment strategy, holding a diversified portfolio that closely mirrors the index composition. As of Wednesday morning, VONV shares were priced at $90.00, up 7% over the past year but lagging the S&P 500's nearly 16% gain during the same period.

The sale of VONV shares by Optas may indicate a tactical shift toward growth and index exposure, reflecting a cautious positioning in the value segment. Optas' larger holdings remain concentrated in broad-market and growth-heavy funds like VTI, VOO, and Alphabet (GOOGL).
