Philippines 2025 Budget Deficit on Track Amid Improved Revenue Collections
The Philippine government's fiscal performance in 2025 has shown signs of stabilization, with the year-to-date budget deficit through September 2025 reaching PHP1.12 trillion, remaining within the revised full-year target of PHP1.56 trillion. This progress reflects stronger-than-expected tax collections and controlled spending, despite challenges such as declining non-tax revenues and economic headwinds.
Government revenues grew 10.88% year-on-year to PHP281.7 billion in September 2025, driven by a 4.7% increase in tax collections from the Bureau of Internal Revenue and a 5.3% rise in customs collections. However, non-tax revenues plummeted 65.8% to PHP15.8 billion, a trend consistent with earlier months. Total revenues for the year through September rose 4.8% to PHP2.73 trillion, outpacing the 8.2% growth in expenditures to PHP3.52 trillion.
Expenditures have remained relatively restrained, with September 2025 outlays falling 7.5% year-on-year to PHP529.8 billion. This decline was attributed to reduced capital outlays and operational costs, though higher transfers to local governments and interest payments partially offset savings. Year-to-date spending totaled PHP3.52 trillion, reflecting a 8.2% increase compared to the same period in 2024.
The government's fiscal trajectory aligns with its revised deficit target, which expanded from PHP970.2 billion in 2024 to PHP1.56 trillion for 2025. While the deficit remains elevated, improved revenue efficiency and expenditure discipline have mitigated risks of overspending. Analysts note that sustaining this momentum will depend on maintaining tax collection gains and addressing structural challenges in non-tax revenue streams.
With three months remaining in the fiscal year, the Philippines appears on track to meet its deficit target, signaling cautious optimism for fiscal sustainability amid broader economic uncertainties.
