New Orleans Mayor LaToya Cantrell has been indicted on federal charges involving a scheme to use city funds to conceal a personal relationship with former New Orleans Police Department officer Jeffrey Vappie. The indictment accuses Cantrell and Vappie of conspiring to defraud the city by claiming official duties while engaging in personal activities.
Cantrell and Vappie allegedly maintained an intimate relationship from October 2021, using city resources for personal trips across the United States and abroad. The indictment highlights their use of encrypted messaging to exchange over 15,000 communications and delete evidence to hinder investigations. New Orleans spent more than $70,000 on Vappie's travel expenses under the guise of his role in the mayor's executive protection detail.
Prosecutors cite misuse of a city-owned apartment in the French Quarter, where Vappie was seen while reportedly on duty. This is part of a broader pattern where the pair allegedly prioritized personal time during periods Vappie recorded as working hours. The indictment further asserts that warnings given about their conduct being illegal were ignored, alongside alleged concealment of evidence from the grand jury.
The charges include conspiracy to commit wire fraud, wire fraud itself, conspiracy to obstruct justice, obstruction of justice, false statements, and false declarations before a grand jury. Cantrell has denied any wrongdoing, and Vappie has pleaded not guilty to prior related charges.
As Cantrell approaches the end of her term, she will become the first sitting New Orleans mayor to face federal criminal charges, marking another historical moment after already becoming the first female mayor of the city. The City of New Orleans, while acknowledging the indictment, has withheld further comment during the legal review process.
