Opera Seeks 160M CELO Tokens for 27% Stake in Celo Network

Opera is requesting 160 million CELO tokens from Celo as part of a commercial framework, which would give Opera a 27% share of circulating supply and 16% of total token supply. The allocation is pending approval through Celo's decentralized treasury governance process. Opera's argument for the request is based on its growth as a distribution channel for Celo's ecosystem, specifically its self-custodial stablecoin wallet, MiniPay, which has reached 14 million account registrations across 66 countries. The proposal also includes geographic expansion commitments in Latin America and Southeast Asia.
