Netskrt's Oracle Demo at IBC 2026: What ORCL Investors Should Actually Be Tracking


Netskrt is not a stock you can buy. It's a private Vancouver startup with 70 employees and $10 million in Series A funding, building a specialized CDN for streaming video. The headline you may have seen — Netskrt showcasing Media Over QUIC work with Oracle at IBC 2026 — is a conference demo announcement.
But the headline is also a signal worth following for investors in OracleORCL-- (ORCL), the only publicly traded name in this story. Oracle has quietly spent most of 2026 building what it calls Oracle Video Edge (OVE), a distributed relay network designed to deliver live video at sub-second latency. The Netskrt partnership is one node in a broader ecosystem play that could turn OCI into a different kind of infrastructure provider — one that sits between content creators and viewers instead of just housing databases.
The question is whether OVE is a meaningful growth vector for Oracle or another conference-booth architecture that never clears the gap between demo and deployment.
The protocol Oracle is betting on
Media Over QUIC, or MOQ, is an open IETF protocol designed to solve a problem that's existed in streaming for two decades: there's been no single protocol that delivers both low latency and broadcast-scale reach. HLS and DASH can serve millions of viewers but introduce 15–30 seconds of delay. WebRTC achieves sub-500ms latency but collapses under scale without expensive server infrastructure. MOQ uses QUIC's UDP-based transport to eliminate head-of-line blocking, supports connection migration across networks, and treats media as subscribable tracks — one upstream subscription can fan out to thousands of downstream viewers.
MOQ is not a finished standard. The IETF working group is still refining relay behavior and join mechanics. No browser has a native MOQ stack yet; playback depends on JavaScript libraries and custom players. There's no finalized RFC. But it has moved fast enough that vendors like nanocosmos claim to have run production MOQ traffic at low hundreds of thousands of concurrent users since 2025, and Cloudflare launched a global MOQ relay network across 330+ cities.
Oracle's OVE is built on top of this emerging protocol rather than competing with it. OVE doesn't try to be a CDN in the traditional sense. It coordinates relays deployed across OCI regions, partner CDNs, and ISP networks into a single delivery platform. The architecture is federation, not consolidation — Oracle's orchestration layer sits on top of infrastructure operated by others.
The Netskrt demo tells you what OVE is designed to do
The IBC 2026 demonstration on September 12 shows content flowing from Paramount, through Oracle Video Edge, through a containerized OVE relay running inside Netskrt's own CDN infrastructure, and finally to a subscriber via the Paramount player. Cloudflare and MainStreaming are running parallel demonstrations using the same OVE architecture, as are ISP integrations with British Telecom and Bouygues Telecom through Broadpeak MOQ edge relays.
What the demo proves — if it runs cleanly — is interoperability across organizational boundaries. A Netskrt relay, operated by a company Oracle doesn't own, becomes part of a coordinated delivery path for a content owner (Paramount) using Oracle's coordination layer. That's the core value proposition: OVE aggregates capacity across independently operated networks and shortens the delivery path without requiring anyone to rebuild their infrastructure.
But "beta toward GA" means the economics are still unproven
Oracle's own documentation characterizes OVE as in beta, from beta toward general availability. That's an honest description, but it carries real weight. The protocol underneath is unfinished. The browser ecosystem is immature. Ad insertion, DRM, and standardized telemetry — the plumbing that makes streaming commercially viable — are still being prototyped across the MOQ industry.
More importantly, nobody has published revenue from MOQ delivery at scale. Cloudflare's MOQ service is in tech preview. nanocosmos reports small-scale production use. Oracle's IBC demonstrations, including the Netskrt one, are proofs of concept wrapped in partner logos. The architecture may work beautifully. The question is whether content owners will migrate from HLS, DASH, and WebRTC stacks they've spent years perfecting.
How much does this matter to Oracle's numbers?
Oracle's cloud business is already the growth engine. Cloud infrastructure revenue grew 93% last fiscal year, pushing total cloud revenues up 47% to $9.9 billion in Q4 FY2026. Remaining performance obligations hit $638 billion, up $85 billion in a single quarter.
Oracle is also running a cash flow deficit at the margin. Capital expenditure hit $55.7 billion trailing twelve months against $32 billion in operating cash flow, producing negative free cash flow of roughly $23.7 billion. The stock has fallen roughly 21% year-to-date and is down about 50% from its rolling annual peak. Investors are weighing whether the capital spending will produce enough incremental revenue to justify the burn.
OVE and the MOQ ecosystem fit squarely inside that infrastructure growth story. But they're a slice of a slice. Oracle's cloud infrastructure revenue is already dominated by AI compute workloads — GPU instances, storage, and networking for model training and inference. Streaming delivery, even if OVE captures a meaningful share of live video traffic, is a niche within a niche in the overall OCI spend.
The real investment angle isn't the demo — it's the capex question
For Oracle shareholders, the Netskrt-MOQ headline is useful as a window into how Oracle is spending its $55 billion annual capex. The company isn't just building GPU clusters. It's building a video delivery network on top of an unfinished protocol, with partners who are themselves startups, positioning for a streaming standard that may or may not become the default.
That's not a bad bet if MOQ wins. QUIC is already replacing TCP in HTTP/3, and the latency economics for live sports, betting, and interactive commerce favor sub-second delivery. If MOQ becomes the standard the way HLS did in 2011, Oracle's early coordination-layer positioning could lock in a durable revenue stream across a high-growth category.
But if MOQ fragments — or if Cloudflare or another well-capitalized CDN builds a superior relay network — Oracle's OVE investment becomes another well-engineered product that nobody uses. The beta-to-GA timeline stretches. The partner demos don't convert into contracts. And the capex that went into building that infrastructure competes with the AI workloads that are already driving Oracle's growth story.
The Netskrt partnership itself is not a risk or an opportunity for Oracle investors. It's evidence that Oracle is executing on its federation strategy and recruiting independent CDN operators into its relay ecosystem. The actual investment question is whether Oracle's broader bet on cloud infrastructure — capex-heavy, protocol-dependent, and now extending into video delivery — will generate enough revenue growth to justify the spending pace that has the stock down half from its highs.

OVE is one data point in that question. The next earning reports will tell you whether the capital is paying off across the portfolio, not just at broadcasting conferences in Amsterdam.
