According to the National Development and Reform Commission's website on February 5, the National Development and Reform Commission recently issued the "National Logistics Hub Layout Optimization and Adjustment Plan", which adds 26 national logistics hubs such as Langfang Commercial and Service and Changzhou Production Service, optimizes the planning and layout of some national logistics hubs, and puts forward four requirements for high-quality promotion of the national logistics hub network, including systematic promotion of national logistics hub construction and function improvement, improvement of national logistics hub collection and distribution system, establishment of cooperation mechanism among national logistics hubs, and exploration of "industrial cluster + logistics hub" coordinated development model. National logistics hubs are important logistics resource allocation centers and logistics activity organization centers, which are important means to effectively reduce the overall logistics cost and play an important role in the integration and integration of various logistics resources and the promotion of regional economic development. The newly added 26 national logistics hubs are all located on important channels such as "Four East-West and Five North-South, Two Along and Ten Corridors" logistics channels and "Ten East-West and Ten North-South" comprehensive transportation channels, of which nearly 60% are located in central and western regions, which will effectively enhance the supporting and guarantee capacity for the implementation of national major strategies; the proportion of production service and commercial service hubs related to regional industrial development and consumption is over 40%, which will effectively support related cities to explore the coordinated development model of "industrial cluster + logistics hub", and cultivate new development momentum. After the optimization and adjustment of the national logistics hub layout, there are 152 cities carrying national logistics hubs, with 229 national logistics hubs (of which the National Development and Reform Commission has led the inclusion of 151 national logistics hubs in the key construction list in six batches), which will further improve the balanced development level of the national logistics hub network and perfect the modern logistics operation system of "channel + hub + network"; better connect the national logistics channel, comprehensive transportation channel and important logistics nodes such as important railway logistics bases and inland ports, improve the overall logistics operation efficiency and service quality; achieve basic coverage or effective radiation of cities with GDP over RMB400 billion, and further strengthen the supporting and guarantee role for regional economic and industrial transformation and upgrading. In the next step, the National Development and Reform Commission will guide localities to promote the construction of national logistics hubs in a high-quality manner, and coordinate relevant departments to increase support in terms of natural element guarantee, investment and financing, etc., to enhance the comprehensive service capacity and operation efficiency of the hubs, and provide more powerful support for effectively reducing the overall logistics cost and building a new development pattern.
