That's not fraud. It's not even obviously bad execution. It's a system whose incentives are aligned toward PFOF volume and internalized flow rather than toward the cheapest possible execution for the retail investor. The $3.2 billion in price improvement is real. The $420 million in monthly PFOF payouts is also real. They're two sides of the same machine.

The SEC has targeted PFOF with proposed transparency rules and best-execution standards. The EU is phasing it out entirely by 2026. These regulatory moves aren't motivated by a belief that the market is a casino. They're motivated by the harder-to-comfort claim that the auction itself is structured in a way that makes "best execution" a moving target — because the person defining what's best has a side business in selling you to the other side.

The simplest model is this: if your broker earns 20 times more when you trade options than when you trade stocks, the system is going to quietly make options look accessible, convenient, and normal. The zero-commission pitch was never about generosity. It was about volume. And volume in options is where the money is.

So the market is an auction. Just don't assume the auctioneer is on your side.
