Mahmood: UK to open new student refugee route from late 2027

The UK government has announced a new student visa policy targeting nationals from Afghanistan, Cameroon, Myanmar, and Sudan, effective 26 March 2026, to address perceived abuses of the immigration system. Home Secretary Shabana Mahmood emphasized the need to prevent the use of study visas as a backdoor for asylum claims, stating, “Britain will always provide refuge to people fleeing war and persecution, but our visa system must not be abused”. According to Home Office data, asylum claims from individuals who initially entered the UK on study visas have more than tripled since 2021, with 12,578 such claims filed in 2025 alone.

Critics, including advocacy groups, argue the policy will exacerbate vulnerabilities, pushing asylum seekers toward dangerous migration routes. Louise Calvey of Asylum Matters warned that the ban “drives people into the hands of people smugglers” and undermines safe, legal pathways for education and protection. The government countered that 95% of Afghans arriving on study visas since 2021 have applied for asylum, with similar spikes reported for Myanmar, Cameroon, and Sudan.

The policy aligns with broader efforts to tighten immigration controls, including temporary refugee protections and threats to suspend visas for countries refusing to accept deportations. While the Home Office highlights its commitment to resettling refugees—ranking sixth globally in UN-referred cases—the measures have drawn concerns about labor shortages and humanitarian impacts. The debate underscores tensions between border security and the need for structured, lawful pathways for displaced populations.
