KiwiRail director linked to NZ First donation and Government loan

Scott O'Donnell, recently appointed as a KiwiRail board director, is associated with Dynes Transport Tapanui, which donated $20,000 to NZ First in July 2024. This donation comes as the company is also involved in a project that received a Government regional infrastructure loan of $8 million. Political scientist Bryce Edwards has expressed concern that this situation could erode trust in the political system.O'Donnell's appointment to KiwiRail, announced by Minister for Rail Winston Peters, noted a conflict of interest plan related to O'Donnell's business interests. Peters stated that O'Donnell will recuse himself from KiwiRail activities in the part of New Zealand where Dynes Transport operates. The company's road freight operation is primarily south of Oamaru.
The Southern Link Logistics Park, a project involving Dynes Transport and Port Otago, received the $8 million loan to develop an "inland port" connecting Dunedin's Port Chalmers to Mosgiel by track. This project aims to cut 19,000 truck trips through Dunedin streets annually. The loan was announced by NZ First's Shane Jones days after a competing project was revealed.
Edwards believes that situations like this can dent public confidence in the coalition government, especially because the donation was made to the party that includes ministers involved in the decision-making process. He suggests that more transparency and possibly cooling-off periods for companies making donations to political parties could help address these concerns.
The Office of the Auditor General's recent investigation regarding conflicts of interest and the Fast Track Approvals Act supports Jones' stance that party donations are not currently considered a conflict of interest. However, the report recommends further thought on decisions that tangibly benefit a party donor and more guidance on the matter.
