Japan has designated the city of Kisarazu in Chiba Prefecture as the official "hometown" for Nigerians seeking to live and work in the country, as part of broader efforts to strengthen cultural and economic ties with African nations. The announcement, made on the sidelines of the Ninth Tokyo International Conference on African Development (TICAD9), introduces a special
category for highly skilled, innovative, and talented young Nigerians, as well as artisans and blue-collar workers willing to upskill [1]. The initiative is designed to address Japan’s demographic and labor challenges while fostering deeper bilateral engagement with Nigeria [2].Under the new framework, Kisarazu will serve as a hub for Nigerian professionals and workers, offering opportunities for employment, cultural exchange, and mutual development. The city, which previously hosted the Nigerian Olympic team during its pre-Games training in 2020, is seen as a strategic location for promoting long-term collaboration between the two countries. Local authorities expressed optimism that the designation would boost population growth and contribute to regional revitalization efforts [1].
The move aligns with Japan’s broader strategy to deepen ties with African nations through a "hometown" model, wherein specific cities are paired with partner countries to facilitate people-to-people exchanges and manpower development. Alongside Kisarazu for Nigeria, the Japanese government also designated Nagai in Yamagata Prefecture for Tanzania, Sanjo in Niigata Prefecture for Ghana, and Imabari in Ehime Prefecture for Mozambique [1]. These partnerships aim to create sustainable economic linkages and support workforce development in both Japan and its African counterparts.
During TICAD9, Japanese Prime Minister Shigeru Ishiba emphasized the importance of mutual understanding and co-creation in Africa’s development. He announced a $5.5 billion new investment in Africa, focusing on private sector-led growth, youth and women empowerment, and regional integration [2]. The Prime Minister highlighted the potential for collaborative solutions to shared challenges, including Japan’s aging population and limited agricultural land, and called for African countries to assist in finding innovative, locally rooted approaches.
The initiative reflects a growing emphasis on leveraging human capital as a key driver of economic and social development. By creating tailored visa pathways and fostering closer municipal-level ties, Japan seeks to diversify its labor pool and enhance its long-term competitiveness.
