Intralot gets lottery system contract for Maryland state
Maryland has taken a significant step in modernizing its lottery system by awarding a $260 million contract to Intralot for the Lottery Central Monitoring and Control System (LCMCS). The state's Lottery and Gaming Control Commission approved the recommendation to award the contract to Intralot, a Georgia-based company, for a period of 10 years with a three-year renewal option [1].Intralot outbid competitors IGT Global Solutions and Scientific Games, two industry giants, to secure the contract. The evaluation committee determined that all three companies had the capability to fulfill Maryland's requirements, including achieving a 28% Minority Business Enterprise (MBE) participation [2]. However, Intralot's financial proposal was deemed the most advantageous, significantly underbidding Scientific Games by $110 million and IGT by $380 million [2].
The contract covers the manufacture of counter terminals and self-service vending machines at 4,300 Maryland Lottery retailers, the creation of software for sales and accounting functions, and various related services necessary for the operation of the Maryland Lottery [1, 2]. Intralot's experience in operating lottery systems for 12 North American jurisdictions, including Arkansas, British Columbia, Idaho, and Illinois, demonstrates its ability to scale operations across different markets and regulatory environments [2].
The award of this contract to Intralot is a strategic move for Maryland, aiming to improve the efficiency and performance of its lottery system. The new system is expected to maintain and potentially enhance the state's lottery revenue, which has generated over $20 billion in profit since 1973 and funds various public initiatives [2].
The approval by the Maryland Lottery and Gaming Control Commission is an intermediate step. Additional state approvals are required before the contract is finalized. The current LCMCS contract with Scientific Games runs until May 4, 2027 [1, 3].
