Indian Welfare Programs Must Achieve Japanese Precision Levels in Data Accuracy: Niti Aayog CEO

Niti Aayog, India's premier government think tank, has released a report emphasizing the critical importance of data quality for digital governance, public trust, and effective service delivery. The report, titled "India's Data Imperative: The Pivot Towards Quality," underscores that while India has laid strong digital foundations, the reliability of data flowing through these platforms must now be prioritized.

According to the report, poor data quality can undermine digital governance, public trust, and service delivery. Niti Aayog CEO BVR Subrahmanyam highlighted the need for minimizing data errors in welfare delivery, citing the example of LPG cylinder beneficiaries. Even a 5% error rate can lead to 50 lakh people facing issues with account transfers. The report proposes a data quality monitoring framework, including self-assessment of current datasets and a scorecard for data quality and maturity.

The report introduces two practical tools: a Data-Quality Scorecard to evaluate and track data quality attributes, and a Data-Quality Maturity Framework for self-assessment and future planning. It suggests that states should take the lead by institutionalizing data quality cells, aligning quality metrics with service outcomes, and rewarding good practices. Capacity building, leadership development, and on-ground support are also essential to embed data quality as a core governance priority.

The report was released by Niti Aayog CEO BVR Subrahmanyam, Secretary of MoSPI Saurabh Garg, and Aayog's Distinguished Fellow Debjani Ghosh. It emphasizes that data quality is no longer a back-end concern; it is central to public trust, effective service delivery, and the success of India's AI ecosystem.
