Huione Guarantee Shutdown Leads to 30 New Illicit Marketplaces

Telegram's recent shutdown of illicit marketplaces, including the Cambodian-based Huione Guarantee, has led to the emergence of at least 30 new illicit marketplaces worldwide. This action, prompted by an investigation by Elliptic, a blockchain analytics firm, revealed that Huione Guarantee had facilitated over $27 billion in illicit transactions since 2021. The closure of Huione Guarantee marked a significant move in combating online crime, but it also highlighted the resilience and adaptability of illicit markets.

In response to the shutdown, Huione Guarantee attempted to rebrand as "Haowang Guarantee" amidst legal pressures. The closure of Huione Guarantee saw a surge in users migrating to successor marketplaces, with one platform, Tudou Guarantee, experiencing a doubling of its user base since May. Tudou Guarantee has become the primary beneficiary of Huione Guarantee's shutdown, capturing a significant portion of its former transaction volume. The platform has seen its user numbers more than double, with cryptocurrency inflows now approximately equal to those seen for Huione Guarantee prior to its shutdown. Merchants who previously operated on Huione Guarantee have also transitioned to Tudou, offering a range of illicit services including stolen data, money laundering services, and other products that aid scammers in targeting victims.

Alongside Tudou, over 30 other Telegram-based dark markets have seen an increase in users and volume following Huione Guarantee's closure. These marketplaces offer a variety of illicit services, including the sale of stolen data and money laundering. The closure of Huione Guarantee has created an opportunity for competitors to fill the void left by its absence. Elliptic, a blockchain analysis firm, has been tracking these developments and noted that while Huione Guarantee's transactions have effectively ceased, Huione Pay, a large payments business with brick-and-mortar outlets across Cambodia, continues to transact high volumes. Huione Pay also accepts crypto as a payment option and helps launder the proceeds of online scams. Elliptic's analysis indicates that although Huione Pay continues to operate, Huione Guarantee's transactions have dropped to negligible levels by late May.

The shutdown of Huione Guarantee has sent shockwaves through the guarantee market ecosystem, but it has also allowed other marketplaces to capitalize on the power vacuum and expand their operations. Elliptic emphasizes that ongoing removal of these marketplaces from Telegram is necessary to effectively combat the global scam epidemic. The dark market ecosystem continues to grow, with new platforms emerging to fill the gaps left by the shutdown of major players.
