Ghana to merge wireless operators AT & Telecel: Pulse
The Ghanaian government has announced plans to merge AT Ghana (formerly AirtelTigo) and Telecel Ghana, aiming to create a more robust and sustainable telecommunications operator. The decision comes amidst AT Ghana's precarious financial position, with the company recording significant losses in recent months.At a staff engagement at AT Ghana’s head office in Accra, Minister of Communication, Digital Technology, and Innovations Samuel Nartey George assured employees that none of the 300 permanent staff would lose their jobs under the new arrangement. He emphasized that the merger is not a re-application process but a continuation of existing contracts, with employees being absorbed unless they choose to leave voluntarily.
The government's decision to merge the two companies follows AT Ghana’s financial struggles, with the operator recording over $10 million in losses within eight months of 2025. Minister George stressed that continuing to fund these losses with public funds was unsustainable, as it diverts resources from critical infrastructure projects such as roads, water systems, and schools.
The merger aims to reduce costs, eliminate duplication, and strengthen Ghana’s telecommunications market. Currently, over 3.2 million AT subscribers have been moved to Telecel’s network under a national roaming agreement, with the transition described as 98% smooth.
The integration process is scheduled to be completed in three phases: technical migration, human resource alignment, and commercial restructuring. The merged entity is expected to require $600 million in financing over the next four years, with the government providing resources, including revenue from spectrum sales, and calling on Telecel and other partners to co-invest.
The government holds 100% ownership of AT Ghana and 30% of Telecel Ghana. Both companies have faced challenges with debts to vendors and partners, despite Telecel’s takeover of Vodafone Ghana.
