Argan's Gemma Power Systems has received full notice to proceed on a $1.1 billion EPC contract for a 1,350 MW combined-cycle power plant in Texas. The project, developed by Competitive Power Ventures, features GE turbines and has an option for carbon capture capability. Construction is expected to start this fall, with a scheduled project completion in 2027.
