He has no background in data centers, semiconductor supply chains, power engineering, or telecommunications infrastructure.

This is not a condemnation of Hovaghimian's past. It is a description of the skill gap he now faces. Building and operating AI-scale data centers is not a consumer-tech adjacency. It requires deep knowledge of power procurement, cooling at multi-megawatt density, GPU logistics under U.S. export controls, fiber interconnects, rack-level thermal management, and financing structures that match capex to committed demand. The difference between launching a video platform and deploying a 300-megawatt GPU cluster is not merely scale — it is an entirely different industry.

That Firebird assembled a partner stack of NVIDIA, Dell, Schneider Electric, and Vertiv is not evidence of execution capability. It is evidence of procurement. Those vendors sell to hyperscalers, colocation operators, and AI cloud providers daily. Their participation legitimizes the headline; it does not validate the operator.

The Armenia Facility: How Much Actually Exists?

Firebird's Armenia project began as a more than $500 million artificial intelligence computing facility announcement. In February 2026, Phase 2 was unveiled during Vice President J.D. Vance's visit to Yerevan, scaling the total to $4 billion and securing U.S. export licensing and regulatory approvals for the sale and delivery of an additional 41,000 NVIDIA GB300 GPUs — bringing the total Armenian allocation to 50,000 chips. Phase 1 was financed by a $300 million syndicated loan from six Armenian banks. The remainder of the $4 billion is, as of today, unfinanced.

NVIDIA has announced it "intends to invest" in Firebird. CoreWeave made an earlier investment earlier this year. Perplexity is listed as an early customer.

Perplexity's commitment is described as "utilizing" the infrastructure — not a long-term contract. The $4 billion figure is a project target, not a capitalization table. And the $300 million Armenian bank loan for Phase 1 was a historic event precisely because Armenia's banking sector had never done anything like it.

The facility "delivered in just over six months" is a construction speed claim. The actual compute density, power draw, and utilization rate of what is operational today have not been disclosed. Six months to pour concrete, install switchgear, and rack GPUs is fast — but it raises the question of how much of the planned 50,000 GPU cluster is actually powered up and running inference workloads.

The Kazakhstan Deal: $10 Billion in Paper

In July, Firebird announced a $10 billion "Data Center Valley" partnership with Kazakhstan. The initial phase — a 125-megawatt facility — is valued at $5 billion, with state-run Kazakhtelecom committing $1 billion in infrastructure investment. Phase 2 would add another $5 billion. The goal: 100,000 chips, GB300 and Vera Rubin, positioning Kazakhstan among the world's top 10 in AI infrastructure.

What was actually signed? A binding term sheet between Kazakhtelecom and Firebird covering technical and organizational parameters. No binding investment from the broader project valuation. NVIDIA attended the signing and endorsed the project but did not sign. The remaining ~$9 billion is aspirational.

Kazakhstan also faces a power deficit and currently imports electricity from Russia, targeting an end to those imports by 2027 — which happens to be the same year the first phase of Data Center Valley is supposed to go live. A country that cannot currently power its own grid is about to host a 125-megawatt GPU cluster?

The Power Problem No One Is Talking About

Armenia's grid is the quiet bottleneck that makes this story more complicated than the headline suggests. The data center requires at least 100 megawatts at current scale — comparable to the peak demand of a small U.S. city. Armenia generates 30% to 40% of its electricity from an aging nuclear plant that is due for replacement within years. Russia supplies the fuel for that reactor. The remaining generation comes from natural gas and hydroelectric sources that are already strained by agricultural and industrial demand.

The Caspian Policy Institute noted that the facility may require 500,000 gallons of water per day for cooling, and Armenia faces chronic water insecurity — Lake Sevan, the nearest major reservoir, has been shrinking due to industrialization and climate stress.

You cannot separate AI capacity from power capacity. A data center that cannot draw consistent megawatts from the grid is a data center that cannot run. Armenia is a nation of 2.8 million people. Kazakhstan is a country that imports its electricity. These are not neutral backdrops for a GPU deployment story — they are execution risks that no amount of ribbon-cutting can erase.

What NVIDIA Is Doing Here

NVIDIA's involvement is the connective tissue that makes this whole narrative work. The company provides the GPUs, the DSX reference architecture, and the credibility. But NVIDIA's role is primarily that of a chip vendor and ecosystem enabler — not an operator, not a builder, not a financier. The fact that NVIDIA "intends to invest" in Firebird is the strongest signal of conviction available, but it remains forward-looking.

NVIDIA benefits when its architecture is deployed globally, even if the operator stumbles. Each Firebird cluster is a reference implementation of Blackwell and Rubin in a market NVIDIA wants to shape. That creates an incentive for NVIDIA to endorse ambitious timelines — because the chip story is the headline, not the power story, not the financing story, not the execution story.

Cross-Currents

The picture is not uniformly negative. Here are the live forces:

  • U.S. export licensing is a real credential. Securing approval to import tens of thousands of advanced NVIDIA GPUs into Armenia required White House-level clearance, announced by the vice president during a state visit. That is a geopolitical signal, not a commercial one, but it demonstrates regulatory access that most emerging-market operators cannot obtain.
  • The partner stack is genuine. Dell, Schneider Electric, Vertiv, and NVIDIA are real vendors with real reference architectures. This is not a vaporware operation using white-label hardware and PowerPoint specs.
  • CoreWeave's investment, though undisclosed in size, is a non-trivial data point. CoreWeave is the closest thing the industry has to a proven model for AI cloud infrastructure. Their check — if meaningful — validates at least some element of Firebird's thesis.
  • Perplexity as a customer is early but not meaningless. An AI-native company running inference workloads on Firebird's cluster is demand proof, however small.

Directionally, the evidence suggests that Firebird has built a credible prototype but has not yet demonstrated the operational discipline, power security, or financing depth required to deliver on its 2-gigawatt, multi-country roadmap.

The Bottom Line

Firebird's Armenia launch is a proof of concept, not a proof of scale. The company has assembled the right vendors, secured U.S. regulatory clearance, and put steel in the ground — in a country whose grid barely supports its existing economy. The Kazakhstan announcement is a term sheet dressed as a decade-long industrial strategy. The global expansion roadmap is a list of countries that want AI compute more than they have the power to support it.

The real test is not whether Firebird can announce another headline. It is whether the Armenian facility can achieve sustained utilization at full power draw, whether the remaining $3.7 billion of the Armenia project gets financed, and whether Kazakhstan actually has the megawatts to deliver in 2027.

Until those questions are answered, "the CIS region's largest AI factory" is a description of ambition, not execution.
