On Monday afternoon, EU envoys will convene to assess the future of the EU-U.S. trade agreement amid escalating uncertainty triggered by recent U.S. tariff adjustments and a landmark Supreme Court ruling. The European Parliament’s trade committee, led by Bernd Lange, has proposed suspending the ratification process until the U.S. provides "clear commitments" on its tariff policies. This follows a ruling by the U.S. Supreme Court that invalidated President Donald Trump's broad tariff authority under the International Emergency Economic Powers Act (IEEPA), creating what Lange termed “pure tariff chaos”.

The EU and U.S. reached a trade deal in July 2025, capping U.S. tariffs on EU goods at 15%. However, Trump's subsequent imposition of a global 15% tariff—escalated from 10%—has raised questions about the agreement's enforceability. The European Commission has called for "full clarity" on how the U.S. will reconcile its new measures with existing commitments. U.S. Trade Representative Jamieson Greer has asserted confidence that prior agreements remain valid, but European officials, including ECB President Christine Lagarde, have emphasized the need for legal certainty.

In response to the turmoil, Germany's Friedrich Merz, representing the EU, is set to travel to Washington to advocate for stability. Merz stressed that "constant uncertainty about tariffs" harms both economies and urged the U.S. to align its policies with the agreed framework. The European Parliament's trade committee had planned to approve the deal on Tuesday, but the Supreme Court ruling has delayed proceedings.

The EU's stance reflects broader concerns about unpredictable tariff policies disrupting global supply chains and investor confidence. While the Commission maintains that the EU will honor its commitments, it has urged the U.S. to do the same.
