EU's €30B AI Gigafactory Bet: 7 Huge Bets, One Big Risk

The EU is scaling up its AI compute push
This is the EU's biggest strategic bet yet on AI infrastructure.
Brussels has moved from five planned gigafactories to seven within a roughly €30 billion effort, pairing €10 billion in public funding with at least €20 billion of expected private capital. The Commission's message is straightforward: Europe lags behind the U.S. and China in critical AI capacity, and access to large-scale computing is now a strategic priority.
What an AI gigafactory means in practice
These are not pilot labs. The EU defines them as advanced large-scale facilities that can support the full lifecycle of very large AI models, from development to large-scale inference. In practice, each site is expected to bring together advanced AI processors, software861053--, cloud technology, high-speed connectivity, and data-centre infrastructure.
That makes the programme more than a subsidy initiative. It is an attempt to shape Europe's AI infrastructure base before the major players and locations are locked in. The bidding closes on November 12, with awards expected in early 2027 and construction planned for the same year.
