Dubai Electricity and Water Authority (DEWA) Commissions Four 132 kV Substations in H1 2025

Dubai Electricity and Water Authority (Dewa) has commissioned four 132 kV substations during the first half of 2025. The move aims to enhance the reliability and efficiency of the power distribution network in Dubai. Dewa has also seen a rise in digital transactions during H1, with a 51% increase in Industry-Friendly Power Certificates issued. The company is exploring strategic partnerships to advance sustainable energy goals, including a potential collaboration with Shell.

Dubai Electricity and Water Authority (DEWA) has made significant strides in enhancing Dubai's power transmission infrastructure. During the first half of 2025, DEWA commissioned four 132 kV substations, a move aimed at improving the reliability and efficiency of the power distribution network in Dubai [1]. The substations, with a conversion capacity of 450 megavolt-amperes, were built at a cost of AED 725 million and included the extension of 228km of transmission cables.

DEWA's expansion plans are ambitious. The authority is currently building 49 new 132 kV substations and two 400 kV substations, and has invited main contractors to submit proposals for 11 new 132 kV transmission substations. Over the next three years, DEWA intends to issue new tenders for more than 57 additional 132 kV substations and to extend 160km of underground transmission cables [1].

The implementation of these projects required over 4.5 million working hours, utilizing the latest internationally approved digital technologies. This aligns with DEWA's ongoing digital transformation efforts, which have contributed to achieving 100% reliability and availability in the power transmission system and a ‘best-in-class’ rating among global utilities since 2018 [1].

In addition to infrastructure upgrades, DEWA has seen a rise in digital transactions during the first half of 2025. There was a 51% increase in Industry-Friendly Power Certificates issued, highlighting the company's commitment to digital innovation [1].

DEWA is also exploring strategic partnerships to advance sustainable energy goals. The authority is considering a potential collaboration with Shell, aiming to leverage Shell's expertise in renewable energy and carbon capture technologies [1].
