Dantewada Revolutionizes Land Governance with Blockchain

In a groundbreaking move to enhance land governance, the Dantewada district in Chhattisgarh, India, has digitized over 700,000 land records, some dating back to the 1950s, and secured them on the Avalanche blockchain. This initiative, known as the Leviathan project, is a collaborative effort between the Dantewada District Administration and the Indian blockchain startup LegitDoc by Zupple Labs. The primary goal is to bring transparency, reduce corruption, and provide citizens with instant access to their land records.

Historically, accessing land records in Dantewada was a laborious and often frustrating process. The manual system was prone to delays, inefficiencies, and even tampering. This created significant challenges for individuals, such as farmers needing to prove land ownership for loans or families caught in land disputes. The administration's shift towards blockchain technology aims to address these issues by ensuring that records are easily accessible and tamper-proof.

Mayank Chaturvedi, the district collector of Dantewada, highlighted the transformative impact of this initiative. "For decades, our citizens faced significant delays in accessing their land records, with verification sometimes taking weeks. By digitizing these records and securing them on blockchain, we have ensured they are easily accessible and cannot be tampered with," he stated. The digitized records include a wide range of documents relevant to both public and private administration, such as B-1 forms, records of rights, plot registration, ownership registration, and cadastre maps.

To facilitate access for all citizens, the government has set up kiosks in every sub-district of Dantewada. These kiosks serve as access points for citizens and government officers to search for and view land information. The application is permissioned, meaning access to the records is controlled by revenue officers at the Tehsil level, ensuring that only authorized individuals can retrieve the records while protecting everyone else’s privacy.

Officers can search land records, download and view the digitized records on the blockchain, and check the smart contract associated with the digital documents on Avalanche Explorer. This adds an extra layer of security and transparency to the system. Avalanche was chosen as the blockchain platform for this project due to its high throughput, low latency, and high security, making it ideal for managing the vast number of land records in Dantewada.
