CWT Unit Gets Rate Hike Nod to Recover Infrastructure Investments

California Water Service Group’s CWT unit, Washington Water, received approval from the Washington Utilities and Transportation Commission for new water rates expected to become effective in October 2026. Per the approval, the new rates are expected to increase Washington Water’s annual revenues by $4.1 million, enabling the unit to recover costs associated with investments to maintain safe and reliable water service.

Washington Water invested $26.5 million in its East Pierce and Legacy systems during 2023-2024. The investment included the addition of new water mains, treatment facilities, booster pump upgrades, remote monitoring systems and per- and polyfluoroalkyl substances (PFAS) testing and treatment. These projects are expected to improve system reliability, water quality and fire protection while supporting regulatory compliance.

Rate Recovery Supports CWT

The latest approval adds to CWT’s broader focus on infrastructure investment and regulatory cost recovery. In the first half of 2026, CWTCWT-- invested $276.4 million in utility plant and expects 2026 capital expenditures of $580-$640 million.

CWT’s second-quarter revenues increased 16.5% to $308.6 million from $265 million a year earlier. Rate changes, the Modified Water Revenue Adjustment Mechanism and other items contributed approximately $15 million to second-quarter revenues, while Interim Rates Memorandum Account revenues added another $15.3 million.

Rate increases can raise customers’ utility bills and pressure household budgets. However, they are essential for water utilities to recover costs and fund ongoing infrastructure investments. Water and wastewater operations are capital-intensive, requiring substantial spending to maintain and upgrade aging systems. Regulatory rate approvals allow utilities to recover these investments while supporting reliable service.

Rate Hikes Aid Water Utility Investments

Approved rate hikes help water utilities recover infrastructure investments, strengthening cash flows and supporting upgrades to aging systems. Higher revenues also fund reliability, water-quality improvements and broader long-term capital programs.

On Sept. 9, American Water WorksAWK New Jersey American Water unit received approval from the New Jersey Board of Public Utilities to implement new rates effective Sept. 15, 2026. The approved rates are expected to boost annual revenues by $68 million and support more than $1.4 billion in system upgrades.

American States Water AWR benefited from California Public Utilities Commission approved rate increases, including $11 million tied to capital projects, while regulated utilities invested $91.7 million through June 2026.

Essential Utilities WTRG water segment received $43.9 million of 2026 rate awards and surcharges, supporting its $1.7 billion 2026 infrastructure-investment program across regulated utility systems nationwide.
