A federal judge has granted a preliminary injunction to restart construction on the 810-megawatt Empire Wind project off the coast of New York. The ruling blocks a December 22, 2025, suspension order issued by the US Department of the Interior while the underlying lawsuit continues. Developer Equinor says it will now focus on safely resuming construction and working with the federal government to move the project forward.
