THE OUTBREAK of Ebola in the Democratic Republic of Congo (DRC) that began in May is now the second-deadliest in history. As of early August, 3,695 confirmed cases and 1,623 deaths give it a case-fatality ratio of 44%. It is also the fastest-spreading Ebola epidemic ever recorded: it passed 1,000 cases in 40 days, compared with approximately 235 days for the 2018-2020 outbreak that killed more than 2,200 people. It is an argument for investing in local institutions-laboratories, training programmes, community-health networks-that can survive political change and armed conflict.

The outbreak in Congo is becoming deadlier because the tools, trust and funding that made the 2018-2020 epidemic containable have been removed. A rarer virus has found a system that no longer expects it. That is not a coincidence. It is the predictable outcome of retrenchment in the face of an incentive to spend elsewhere. The cost of fixing it will be less than the cost of the next crisis.
