China's innovation boom is less a gift to Africa than a new kind of dependency


IN A RECENT piece in the Global Times, a Chinese state-owned newspaper, Arkebe Oqubay, a former senior minister of Ethiopia and now a professor at SOAS, University of London, praised China's innovation-driven growth as a model for the developing world. He pointed to China's commitment, announced at the 2026 World Artificial Intelligence Conference in Shanghai, to provide 5,000 AI training opportunities to developing countries over five years and to deploy meteorological early-warning systems in 30 nations. Mr Oqubay's thesis is that China's technological rise offers the Global South a ladder to catch up. To be sure, China has built something remarkable. The trouble is that the relationship he describes tends to reinforce old hierarchies rather than dissolve them.
China's investment in research and development is now genuine in scale. Spending reached 3.93 trillion yuan... in 2025, or 2.8% of GDP, according to China's National Bureau of Statistics. That exceeds the average of the OECD, a club of mostly rich countries, for the first time. By purchasing-power-parity measures, China outspends America on R&D, having reached $1.03 trillion to America's $1.01 trillion in 2024, as Science magazine reported. The country employs nearly 8 million full-time R&D personnel and now ranks 10th in the Global Innovation Index, published by the World Intellectual Property Organisation. High-end manufacturing, the digital economy and modern services contributed more than 40% of China's economic growth in the first half of 2026. China now runs 101 "lighthouse factories" - world-leading automated production sites - more than any other country.
That scale translates into industrial dominance in specific sectors. Chinese companies control over 90% of the world's rare-earth processing and around 60% of refined lithium and cobalt. Costs for solar panels and lithium-ion batteries have fallen by more than 90% over the past decade. Integrated circuit output rose 23.1% year on year in the first half of 2026. These are not statistics that can be dismissed as propaganda.
Yet the benefits of this innovation drive do not spread evenly to the countries most eager to learn from it. China's trade with Africa reached $348 billion in 2025, up 17.7% from the previous year. But of that total, $225 billion flowed from China to Africa, while only $123 billion came the other way, according to the China-Global South Project. South Africa, Nigeria, the Democratic Republic of Congo, Angola and Egypt account for 43% of the whole. The pattern is familiar: mineral-rich countries export raw ores and metals, then import finished Chinese machinery, electronics and batteries back again.
The incentive structure explains why. China's strategy in the Global South is not simply philanthropic technology transfer. It is supply-chain engineering. Africa holds roughly 30% of global critical mineral reserves, including dominant shares of cobalt, manganese and platinum-group metals. China's approach is to secure extraction access, process materials domestically - where it controls the highest-value segments of the chain - and then sell finished products, including EVs and solar modules, to the same economies that supplied the inputs. This is not accidental. It is how industrial strategy works when one side has the processing capacity and the other does not. The result is a relationship that looks cooperative but is structurally unequal.
The AI dimension follows the same logic. China's "Digital Silk Road", the technological arm of the Belt and Road Initiative, has produced 52 agreements with African countries and the African Union, deploying 5G infrastructure, payment systems and, increasingly, surveillance technology. The 5,000 training slots Mr Oqubay celebrates are real, and they may be useful. But they do not alter the fact that the models, chips and infrastructure will be Chinese. Developing economies get access, not capability. They become dependent on Beijing's technology stack in the same way that they already depend on it for manufacturing equipment.
To be sure, the United States has done little to fill the gap. American AI policy under President Trump has focused on domestic development, with companies like Google, IBM and Nvidia running private-sector R&D initiatives in Africa rather than any coherent state strategy. The broader American retreat from African markets and infrastructure has left space that China has eagerly filled. That is not a reason to celebrate Chinese overtures; it is a reason for African policymakers to recognise that they are being asked to choose between one patron and none.
The deeper problem is institutional. China itself scores poorly on the Global Innovation Index's measures of institutions and market sophistication, according to the CSIS, an American think-tank. Its low marks on regulatory quality, rule of law and venture-capital development reflect an innovation system built on state direction, not open competition. The lesson the Global South should draw from China is not that state-led technology transfer is a path to development. It is that the most durable form of innovation capability comes from institutions that protect competition, reward independent entrepreneurship and keep technology open enough that no single power can hold it hostage.
The Global Times would prefer that the lesson be something else entirely: that China is a benevolent teacher and the West a retreating bully. That framing obscures the real question, which is who captures the rents when technology concentrates in the hands of a single supplier. The answer is not hard to see.
A wiser approach for African and other developing economies would be to demand more from both sides of the competition. Technology deals should come with conditions: local processing requirements, data-sovereignty protections, and genuine technology transfer rather than training alone. Diversifying between Chinese and American partners is not a luxury; it is a hedge against the kind of strategic vulnerability that South Africa's deputy president warned about in Beijing in June, when he described the danger of becoming "more than a mine" for China's economy. That aspiration is still unfulfilled. Until African countries insist on terms that shift value creation onto their own soil, China's innovation boom will remain an impressive show they are invited to watch, not a ladder they are allowed to climb.
