The project aims to provide state agencies with efficient and reliable tools to serve Texans.

CGI (TSX: GIB.A) (NYSE: GIB) has been awarded a significant multi-year contract by the Texas Comptroller of Public Accounts (CPA) to implement a modern, SaaS-based enterprise financial system using CGI Advantage. The agreement, announced on August 25, 2025, will replace the state's legacy Uniform Statewide Accounting System (USAS), Texas Identification Number System (TINS), and State Property Accounting (SPA) with a comprehensive, built-for-government ERP solution [2].

The new system, CGI Advantage, will serve as the central accounting platform for Texas, processing over 42.7 million transactions annually and supporting approximately 5,000 users across 225 state agencies and higher education institutions [1]. The cloud-based implementation will include CGI Advantage Financial Management, vendor self-service capabilities, and integration with various state systems, aimed at enhancing reporting, data analytics, and process efficiency.

The Texas Comptroller's office, which oversees payments and accounting for all state agencies and institutions of higher education, will benefit from the modern, flexible system. The new platform is designed to deliver enhanced reporting, improved data analytics, and streamlined processes while ensuring compliance with state and federal requirements [2].

"This project marks a major modernization of Texas' central accounting system, giving state agencies more efficient, reliable tools to serve Texans," said Acting Texas Comptroller Kelly Hancock. "CGI Advantage has a proven track record in similar statewide implementations, and its purpose-built design for government is structured to support a seamless transition for this critical project" [2].

The contract win strengthens CGI's position in the government ERP market, particularly for statewide implementations. The Texas implementation joins CGI's portfolio of large-scale government financial system deployments, reinforcing their specialized expertise in this sector. For a company like CGI, these multi-year government contracts provide valuable recurring revenue streams and potential for future expansions or enhancements to the initial implementation [1].

CGI's fiscal 2024 reported revenue was CA$14.68 billion, and CGI shares are listed on the TSX (GIB.A) and the NYSE (GIB) [2].
