Canada and the European Union sign a deal to modernize economic and trade agreement

Canada and the European Union continue to implement the Comprehensive Economic and Trade Agreement (CETA), a framework designed to strengthen economic ties between the two regions. Provisionally in effect since September 21, 2017, CETA eliminates tariffs on 99% of traded goods, enhances market access for services, and safeguards geographical indications for products like cheese and wine. The agreement, which entered negotiations in 2009 and was signed in 2016, remains pending full ratification by all EU member states. As of August 2025, 17 of 27 EU countries have completed national ratification, while 10—including Belgium, France, and Italy—still require legislative approval.

CETA's provisional application has facilitated increased trade flows, with the EU maintaining its position as Canada's second-largest trading partner. The agreement includes mechanisms for ongoing collaboration, such as the Joint Cooperation Committee, which addresses implementation challenges and reviews progress. A 2023 EU-Canada Summit reaffirmed commitments to deepen cooperation across trade, climate, and innovation, though no major revisions to CETA were announced.

For businesses, CETA's benefits include reduced trade barriers and enhanced regulatory alignment, though full realization of these advantages depends on the remaining ratifications. Investors and trade stakeholders are advised to monitor legislative developments in EU member states, as the agreement's permanent enforcement will require unanimous approval. As of March 2026, no new amendments or renegotiations have been reported, with both parties maintaining focus on optimizing existing provisions for mutual economic growth.
