Alterra was launched during COP28 in Dubai in 2023, with an initial commitment of $300 billion from the UAE government. Brookfield and TPG manage funds seeded by Alterra, which can be invested in countries like Brazil.
Brazil's push for private investment comes as some wealthier nations reduce development financing, including the previous administration of U.S. President Donald Trump, which was skeptical of climate change. Brazil has issued sovereign bonds linked to sustainable development goals and launched the "Eco Invest Brazil Program" to lower project risks, making it easier for private investors to participate.
