Brazil Considers Discord Ban After Terror Plot Disruption

Brazil is considering a ban on the popular chat app Discord following the disruption of a terrorist plot targeting Lady Gaga's concert. The concert, held on May 3, attracted over 2.1 million attendees at Copacabana Beach. Authorities uncovered the plot through their "Fake Monster" operation, which involved executing 15 search warrants across four states. The suspects allegedly planned to use improvised explosives and Molotov cocktails against children, teenagers, and members of the LGBTQ+ community.
Brazilian Deputy Guilherme Boulos formally requested the suspension of Discord, citing the platform's lack of proper legal representation in the country. This, according to Boulos, makes it difficult for authorities to enforce content moderation rules. He described Discord as a "breeding ground for hate acts by right-wing extremists," pointing to other incidents such as the live streaming of a homeless person's murder, virtual rape, and animal cruelty content.
Discord has disputed the government's claims, stating that it maintains legal representation in Brazil through Licks Attorneys, which has offices in São Paulo and
Janeiro. The platform has also taken action by canceling the targeted accounts involved in the plot. Deputy Reimont from the official Workers' Party has also joined the push against Discord, calling for measures against both Discord and 4chan to curb criminal content. This is not the first time Brazil has taken action against social media platforms. Last year, the country temporarily banned X after it refused to appoint a legal representative and comply with court orders to remove accounts spreading disinformation. The ban lasted from August 30 to October 8, 2024, and was lifted after X met the court's demands. Telegram has also faced bans in recent years for similar compliance issues, but both platforms have since regained access to the Brazilian market.
As of now, no ban has been implemented on Discord. Brazilian crypto users and gamers, who heavily rely on Discord for community engagement, are already discussing alternatives and the legitimacy of these actions. The potential ban on Discord highlights the ongoing debate between content moderation and freedom of expression in the digital age.
