The Czech Ministry of Justice has drawn widespread criticism following a report by Grant Thornton, which revealed that officials accepted a Bitcoin donation from Tomáš Jirčikovaky—a previously convicted operator of Sheep Marketplace, an illicit dark web drug platform—without conducting due diligence on the source of the funds or adhering to standard governance procedures [1]. The donation, valued at 956.8 million CZK (approximately $45 million), was later converted into cash by the ministry. However, the audit found no evidence that the origin of the Bitcoin had been thoroughly examined, raising concerns about legal and ethical risks [2].
The Ministry of Finance also faced scrutiny for accepting the proceeds from the sale without any formal evaluation or oversight [3]. The audit described the handling of the donation as a “serious governance breakdown,” potentially exposing both ministries to reputational and legal vulnerabilities. Opposition lawmakers had long warned about the risks of accepting unveted donations, with MP Ivan Madlova calling the decision unacceptable and highlighting the lack of transparency in the process [4].
The controversy, which surfaced in June, has triggered public backlash, a failed no-confidence vote in the government, and the resignation of Justice Minister Pavel Blažek [5]. Despite Blažek’s claim that the audit did not present new information or evidence of wrongdoing, the incident has further damaged public confidence in the institutions involved.
The incident has sparked a broader discussion about the ethical and legal responsibilities of government bodies when dealing with cryptocurrency, particularly given the dual nature of digital assets as tools for innovation and instruments for illicit activity. Critics argue that the lack of due diligence in this case sets a troubling precedent, undermining trust in public funding processes and opening the door to potential conflicts of interest. The audit findings have reinforced calls for stricter guidelines and clearer protocols for cryptocurrency donations in public administration [6].
