Gates refers to a post from an aid worker in Africa describing shortages of HIV medication, oxygen tubes for newborns, and medication for sexually transmitted diseases. Gates says the cuts are preventable and have already led to deaths. The Trump administration placed USAID staff on administrative leave in February, and the agency was absorbed into the State Department last week.
