Beijing Aims for Global Blockchain Leadership by 2027
Beijing has unveiled an ambitious plan to lead the global blockchain innovation landscape by 2027. The “Beijing Blockchain Innovation and Application Development Action Plan (2025–2027)” was released on April 29, 2025, by multiple Beijing government departments, including the Beijing Municipal Science and Technology Commission, the Bureau of Economy and Information Technology, and the Cyberspace Administration. This three-year blueprint aims to position Beijing as an international leader in blockchain technology, both in development and deployment.
The action plan outlines multiple essential measures focused on advancing blockchain capabilities. The digital economy will heavily rely on blockchain as a foundational technology, ensuring secure, transparent, and efficient operations. Beijing seeks to establish a platform for testing large-scale blockchain implementation solutions, aiming to evolve its core technologies to develop a more secure and reliable blockchain system.
The plan emphasizes substantial backing for basic blockchain technology research, including cryptography, privacy protection, distributed computing, and next-generation network design. Additionally, the city aims to develop the necessary infrastructure for blockchain projects, such as blockchain hub nodes and common service platforms, including digital identity systems and data directories. This infrastructure will simplify the adoption of blockchain solutions for businesses and public services, reduce development costs, and enhance system performance.
Beijing is committed to advancing blockchain adoption in key industry segments, including healthcare, education, artificial intelligence, finance, and transportation. In healthcare, blockchain technology will enhance medical information sharing between insurance services. In education, it will support the open sharing of learning resources. In transportation, the technology will help manage vehicle and freight data, improving service quality.
By 2027, Beijing aims to achieve approximately 10 key breakthroughs in blockchain technology, including advanced chips, cross-chain communication, and large-scale identity verification systems. The initiative seeks to create a secure blockchain network capable of handling large volumes of data. Currently, over 20 pilot initiatives are being developed across various sectors to serve as national-level demonstration projects.
The city supports the plan through financial backing, dedicated resources for talent development, and fostering relationships with industries. Every official government organization will collaborate through a coordinated system to lead these initiatives. Public awareness campaigns will also be implemented to educate people about blockchain technology and encourage its acceptance.
Overall, Beijing's new blockchain action plan is a significant step toward establishing the city as a digital innovation leader. The plan demonstrates China’s commitment to shaping the future of blockchain technology through research, infrastructure development, and real-world applications.
