Beep Raised ~$118 Million for Autonomous Shuttles. The Hard Part Is Getting People to Ride.
A private Florida company most investors have never heard of just raised another round to keep building what it calls "autonomous mobility networks." Beep, an Orlando shuttle operator, filed with the SEC in July to raise roughly $20 million in a Series B round. Add that to the $97.7 million it had already collected, and the company has taken in close to $118 million since it was founded in 2019 — all to put driverless, electric shuttles on American streets, including a service being readied for the 2026 World Cup in Atlanta.

On the surface this reads like the autonomous-driving boom, scaled down. But the more interesting question is what Beep is actually selling. It doesn't build the cars, and it doesn't write the software that drives them. It buys shuttles from manufacturers like Karsan and Navya, bolts on autonomy software from companies such as Oxa and ADASTEC, and runs the whole thing through its own platform, AutonomOS. What Beep supplies is the operating layer — the planning, the permits, the remote monitoring, the maintenance, the day-to-day running of a small driverless bus.
So who pays? Beep's customers are not commuters. They are transit agencies and city governments. Its flagship deployment, which the company calls the nation's first fully autonomous public transit system, launched in Jacksonville in June 2025 under a five-year operations-and-maintenance contract with the Jacksonville Transportation Authority.
This is where the story starts to turn. The service is called NAVI. It runs fare-free, shuttling people across downtown Jacksonville as part of a program that local reporting put at $65 million. In its early months the problem was not safety and not technology; it was that nobody was riding it. Reporters described the shuttles as often "riderless," and ridership as off to a slow start. Within a year a local budget-review panel was openly questioning whether the shuttles were a waste of money.
Here is the distinction worth holding. In a genuine pull market, a customer pays for something they want, and the behavior that proves the want is repeat use. In Beep's flagship case, the rider pays nothing, the user numbers are thin, and the money comes from a public agency spending budget funds on being first. The demand being demonstrated is not a person choosing an electric shuttle over a bus or a car. It is a government deciding that being "first" in autonomous transit is worth $65 million.
That is a different business from the one the pitch sounds like. It is government contracting dressed in startup language, and it should change how you read both the "commercial deployment" headline and the raise. A round this size is modest for a company that has to buy vehicles and staff fleets; the money is better read as fuel to keep winning contracts than as proof that any single route has found paying riders.
None of this means the idea is worthless. There is real, useful work in making driverless shuttles safe and reliable enough for public streets, and Beep has more of that experience than most. Its new 2026 deployments — an expansion connecting Altamonte Springs, Florida, to a SunRail station, and a route along the Atlanta Beltline timed for the World Cup — show agencies are still willing to write checks. Public transit ridership is down nearly everywhere since the pandemic, and agencies are desperate for a reason people come back.
But the Jacksonville case forces one distinction worth carrying into every story about autonomous mobility: separate the subsidy from the pull. Ask who is paying, and whether anyone is choosing to ride once the grant money is gone. Beep's own flagship will answer that question for the whole category. If the riders come, Beep has spent years building the turnkey operating layer nobody else bothered to own. If they don't, no amount of Series B capital turns fare-free grant pilots into a business. For now the evidence tilts toward the second reading, and the honest way to treat an "autonomous mobility network" is as a claim to be tested, not a fact to be priced.
