Bank of Italy Just Dented the Stablecoin Remittance Pitch: 0.3% to 9% Costs, No Clear Winner

Bank of Italy study: stablecoin remittances showed no consistent cost edge
A July Bank of Italy study tested 200 USDC transfers across 10 corridors and found total costs ranged from 0.30% to almost 9%. The researchers concluded there was no systematic cost advantage over traditional transfer channels. For investors who had been leaning into a simple "crypto = cheaper cross-border payments" thesis, that is an important reality check.
The main insight is where the costs showed up. The onchain transfer itself was cheap, but the larger expenses came from the traditional payment and conversion steps before and after the blockchain hop. In other words, stablecoins did not automatically solve the hardest part of remittances when fiat entry and exit points still depended on legacy plumbing.
The bottleneck is the fiat gateway, not the blockchain leg
Once money reached the crypto side, the mechanics improved. The blockchain leg averaged only 0.4% in cost, and the study found faster settlement where instant domestic payment systems were available. But the bigger costs still came from funding methods, exchange activity, withdrawals, and foreign-exchange conversion. Those steps still run through cards, bank debits, local payout systems, and dealer pricing.
Corridor costs show how much the endpoints matter
The corridor data make that point clearly:
- Italy–Argentina: 0.30% versus 8.96% in the opposite direction
- Brazil–Italy: 2.21% versus 2.70% the other way
- UAE pairs: 7.20% and 8.95%, with card funding and withdrawal charges cited as a key driver
That kind of asymmetry is hard to reconcile with a simple "blockchains make remittances cheap" claim. If the blockchain were setting the economics, direction-specific cost gaps would be much smaller. Instead, the data point to local funding access, payout options, and FX conversion as the dominant variables.
One caveat is worth keeping in mind. The study noted that the low Italy-to-Argentina figure partly reflected differences between Argentina's official and market exchange rates. That does not undermine the broader finding; it simply shows how FX mechanics can still distort headline costs even when the transfer rail itself is efficient.

Instant domestic rails matter more than the crypto narrative
The study's more nuanced takeaway is not that stablecoins failed. It is that their advantage depends heavily on the domestic payment infrastructure around them. In corridors with faster instant-payment systems, settlement was much quicker, and cost pressure was lower than where standard bank transfers slowed the process.
That narrows the bull case rather than erasing it. Stablecoins look most promising where the local payment layer is already modern and interoperable. They look much less compelling where the off-ramp or funding process still relies on slow or costly bank and card infrastructure.
What to watch in stablecoin payments after this study
The practical filter is not "are stablecoins cheaper?" It is which corridors already have fast fiat rails and tighter conversion flows? In the Bank of Italy trial, routes using TIPS, Pix and Transferencias 3.0 finished in under 20 minutes, while South African flows took longer because standard bank transfers slowed the endpoints. With total costs still ranging from 0.30% to almost 9%, the opportunity looks corridor-specific rather than universal.
The real watchpoints for investors
The more durable winners are likely to be the operators that can control funding, keep FX pricing tighter, and own the local payout loop. For now, the cleanest evidence still comes from a narrow test: one token, one transfer size, and a limited set of corridors. Broader results across more tokens, providers, and amounts would be needed before "stablecoins = cheaper remittance" becomes a reliable general thesis.
