ASEAN sees need to manage energy consumption, diversify sources
ASEAN faces mounting pressure to address energy consumption patterns and diversify energy sources amid surging demand and geopolitical uncertainties. Regional energy consumption is projected to grow significantly, with fossil fuels expected to account for 82% of the rising demand by 2050, exacerbating vulnerabilities to supply disruptions and price volatility. The 2022 global energy crisis underscored these risks, as ASEAN’s reliance on imported oil and natural gas led to a 5.6% decline in natural gas consumption due to price shocks. By 2027, the region is forecast to become a net natural gas importer, with import dependency potentially reaching 93% by 2045, incurring annual costs exceeding USD 200 billion.
To mitigate these challenges, ASEAN is prioritizing renewable energy integration and regional grid connectivity. The ASEAN Renewable Energy Long-Term Roadmap emphasizes a rapid expansion of variable renewable energy (vRE) capacity, with vRE projected to supply 42–47% of electricity by 2045. Achieving this requires USD 764 billion in transmission and power generation investments by 2035, alongside policy reforms to enable cross-border electricity trade. The ASEAN Power Grid (APG), a long-standing initiative, aims to link national grids to stabilize renewable energy supply and reduce fossil fuel dependence.
Economic analyses highlight the cost-effectiveness of regional cooperation. A 2025 study identifies optimal pathways for net-zero emissions by 2050, including 649 GW of solar and 161 GW of wind capacity paired with battery storage, at a total system cost of USD 1.96 trillion. Cross-border electricity trading among countries like Laos, Vietnam, and Cambodia is critical to balancing supply and demand. While challenges persist, including uneven investment distribution and grid modernization needs, strategic partnerships—such as with South Korea’s high-voltage transmission expertise— offer technical and institutional support. ASEAN’s transition hinges on aligning national policies with regional integration to secure a resilient, low-carbon energy future.
