The competition reveals something bigger than any single hackathon: a quiet but intensifying fight over who gets to process the internet's next wave of machine-to-machine commerce.
The protocol that is not a protocol
x402 is an open standard, not a product. It revives HTTP 402 - the "Payment Required" status code that has sat unused since 1997 - and gives it a real way to move money. When an AI agent calls an API, the server can now respond with a 402 that says how much to pay, in what currency, and where. The agent sends a stablecoin micro-payment on-chain, resubmits the request with a receipt, and gets its data. No account signup, no API key, no subscription plan. Coinbase developed it in 2025 and handed it to the Linux Foundation in April this year, making it a neutral standard that anyone can implement on any network.

What x402 is not is a blockchain. It's a language for machines to negotiate payments over HTTP. The settlement layer - the chain that actually moves the USDCUSDC-- - is a separate choice. And that's where the competition begins.
Base already won the first round
Chainalysis reported in June that x402 transactions on Base crossed 100 million in roughly three quarters. A lot of that early volume was speculative: a meme coin called PING turned x402 into a pay-to-mint game, with users repeatedly paying 1 USDC to generate tokens. But the underlying point stands. Base was first, its gas fees are near-zero, and Coinbase runs a production facilitator that handles settlement across Base, Polygon, Arbitrum, World, and SolanaSOL--. If you're a developer looking for the path of least resistance, the x402 Foundation's origin story points in one direction.
Then there's Solana. Industry commentary from May suggests Solana now handles the majority of agentic payment volume - a claim that's harder to pin down precisely, but consistent with Solana's existing position as the preferred chain for high-throughput, low-latency transactions.
Against that backdrop, Algorand's Global x402 Challenge looks like a chain-level marketing bet. The Algorand Foundation is offering $100,000 in USD plus 500,000 ALGO tokens - roughly $145,000 at current prices - to developers who build and deploy x402-powered API endpoints on Algorand mainnet. The competition launched in mid-July and runs through Devcon 8 in India this October. To qualify, entrants need real transactions settling through a facilitator, not demo apps. The leaderboard is public, and the top five finalists share the cash prize while 500,000 ALGOALGO-- goes to the highest-volume endpoints.
Algorand chose its angle carefully. The chain has instant finality and consistently low transaction fees - the exact characteristics you'd want for settling thousands of sub-dollar micro-payments. The Berlin x402 hackathon in June drew more than 100 developers, and winning projects ranged from agentic trust layers for regulated finance to peer-to-peer energy markets where EV agents automatically purchase and settle solar power. That's the kind of use case the narrative wants: machines buying real things without human friction.
The bigger story is about who sits in the middle
The real development here isn't a hackathon prize pool. It's that x402 is becoming the battleground for something most people haven't named yet: the industrial policy of machine commerce.
x402 itself is protocol-agnostic, but the companies building around it are not. Cloudflare launched its Monetization Gateway in July, letting any site behind its network charge AI agents per request in stablecoins via x402. AWS plugged Coinbase's version of x402 into CloudFront around the same time. Stripe is running a private preview that wraps x402 payments into familiar PaymentIntents with fiat settlement. Circle built a gateway for batched nanopayments. Coinbase's Developer Platform operates the most mature facilitator.
Every one of these players has a preferred chain, a preferred stablecoin, and a preferred business model. x402 may be open, but the infrastructure stack around it is being built by companies that want a piece of the settlement pie.
Algorand knows it's behind in this race. Its market cap sits around $820 million - a fraction of Base's parent EthereumETH-- ecosystem and a shadow of Solana's. The Global x402 Challenge is not a product launch. It's a developer acquisition program dressed as a competition. And that's a rational play. If agentic payments grow the way their advocates expect - millions of autonomous transactions per day, across APIs, datasets, MCP tools, and web content - the chain that captures early developer mindshare has a structural advantage. Network effects in settlement layers are real, and they compound.
What's still missing
The open question isn't whether x402 has potential. It's whether the current usage reflects real demand or speculative momentum dressed as infrastructure. Chainalysis was clear that much of Base's early x402 volume came from a meme coin experiment, not production services. The protocol's own dashboard shows roughly 75 million transactions and $24 million in volume over the last 30 days, with 94,000 buyers and 22,000 sellers - numbers that sound impressive until you ask what those transactions are actually buying.
Cloudflare's Monetization Gateway is still on a waitlist. AWS's integration is in preview. Stripe's offering is private. None of these have crossed into mainstream adoption.
That doesn't mean the direction is wrong. It means we're still in the phase where blockchains are spending money to convince developers to build on them, before anyone knows which chain - or whether any chain - will become the default settlement layer for machine commerce.
What to watch
The Global x402 Challenge finalists, presenting at Devcon 8 in October, will be the first real test of whether Algorand's investment produced actual developer commitment or just competition-driven activity. More importantly, the race between settlement layers will clarify itself as Cloudflare, AWS, and Stripe move from preview to production. When they announce which chains they support first, that will tell you more about the future of x402 than any hackathon leaderboard.
The structural story here is simple: x402 is making payments native to the web. The open question is which institutions get to collect the toll.
