US Agriculture Sec. Rollins: Heading to Italy next week, then India, Vietnam, and Japan

In a significant move for the U.S. Department of Agriculture (USDA), Secretary Brooke Rollins has announced a new slate of presidential appointments for key positions within the Food and Nutrition Service (FNS), Farm Service Agency (FSA), and Rural Development (RD) [1]. New Appointments at USDA

Patrick A. Penn has been appointed as Deputy Under Secretary for the Food, Nutrition, and Consumer Services (FNCS). Penn, a decorated former Army Signal Officer with combat experience, brings a unique background to the role, having served as a State Representative in the Kansas Legislature from 2021 to 2025, where he championed reforms in the foster care system and social welfare programs [1].

Arthur Keyes will lead the Farm Service Agency in Alaska, where he has over two decades of agricultural experience. He developed an internationally recognized marketing program for Alaska Grown products while serving as Director of the Alaska Division of Agriculture from 2016 to 2019 [1].

Secretary Rollins will be heading to Italy next week, followed by trips to India, Vietnam, and Japan.
